East Tefft Street traffic being detoured this week

Traffic on a portion of East Tefft Street in Nipomo will be detoured for four weeks for replacement of a concrete storm drain, San Luis Obispo County officials said.

The storm drain is along Haystack Creek. The one-block detour will begin on Tefft Street east of Thompson Avenue, officials said.

Production to be limited at two Blacklake wells

Production from two Blacklake wells will be limited to the amount of water Blacklake Division customers use under a policy approved Wednesday by Nipomo Community Services District directors.

During discussions of combining the Blacklake and Town water systems, some Blacklake residents alleged the No. 3 and No. 4 wells were providing the Town Division with water.

However figures presented by District Manager Bruce Buel showed the Town Division actually supplied Blacklake with 64.09 acre-feet from October 2006, when an intertie pipeline was installed between the two systems, to June 2008.

Because Blacklake’s pressurization system failed, which required installing the pipeline, water from the two wells has been pumped into the Town system and then returned through the intertie.

To assure the wells do not provide water to the Town system, directors agreed to a policy limiting the wells’ production.

“I think it’s fair to say we should be pumping more from Blacklake wells than Blacklake is using,” said board President Mike Winn.

Loan will make up for Blacklake sewer deficit

Nipomo Community Services District will continue to pay for Blacklake sewer system operating and replacement expenses to make up for a deficit in the system’s combined fund.

District Manager Bruce Buel said the combined operating and replacement reserves have had a negative balance since September 2007.

So far, the expenses have been paid using money from the Blacklake water system fund, which has cost that fund $4,162 in interest, Buel said.

By formalizing the loan, the money and interest it would have earned will be repaid if and when new sewer user rates are approved for the Blacklake area.

Buel said he will return to the board with a resolution that will formalize the loan and will report on the loan balance monthly.
