Winn, Eby returning to NCSD seats

Incumbents Mike Winn and Ed Eby will automatically return to their Nipomo Community Services District seats in December because no one filed to run against them in the November election.
The nomination period closed at 5 p.m. Friday, Aug. 8, because both incumbents had filed to seek re-election. Had one of them not filed, the nomination period would have been extended to Wednesday, Aug. 13.
Winn, currently serving as president of the NCSD board, said earlier this year he was seeking re-election because he does not see anyone “doing their homework” to qualify for the seat.
He also said he wants to see major district projects through to completion. Eby said he would seek re-election if no qualified
candidates filed nomination papers for his seat, and he filed papers two days before the nomination period closed.
LUCIA MAR
All three incumbents — board President Erik Howell and trustees Dawn Hinchman and Dee Santos — filed to defend their seats on the Lucia Mar Unified School District Board of Education.
But with no one filing nomination papers to challenge them, no election will be necessary, as all three will automatically retain their seats.
Because all three filed, the nomination period for the school board race also closed at 5 p.m. Friday.
HARBOR DISTRICT
Three incumbents and one challenger will seek three, four-year open seats on the Port San Luis Harbor District in November.
Incumbent Harbor Commissioners Jim Blecha, Carolyn Moffatt and Jack Scarbrough have all pulled papers seeking re-election on Nov. 4, according to the County Clerk-Recorder’s Office.
Additionally, San Luis Obispo resident Stew Jenkins has also pulled papers and qualified to run for a seat on the Harbor Commission.
Jenkins also sought election to the Harbor Commission in 2006, when he ran unsuccessfully against incumbent Harbor Commissioner Brian Kreowski and retired California Department of Fish and Game warden Drew Brandy.
The newly elected harbor commissioners will attend the commission’s first meeting in December and be sworn into office in January.
The Port San Luis Harbor District is the largest special district in the county and is governed by the five-member elected Harbor Commission.
